A European cigar normally consists of three parts, the filler, the binder and the wrapper. The filler consists of small pieces of tobacco, blended from different harvests and different tobacco varieties. The composition of the filler contributes to the taste, good burning characteristics and a consistent flavour. Some 25% of the filler tobaccos used by the ECMA members originate from the European Union.
